Assessing the Socioeconomic Challenges Affecting Economic Development in Puntland

Abstract

Puntland, a self-governing federal member state in north-eastern Somalia, occupies a distinctive position within one of the world's most fragile economies. Since declaring autonomy in 1998, Puntland has built functioning public institutions, a working seaport at Bosaso, and a livestock-led export economy, even as it has remained exposed to drought, clan-based insecurity, weak public revenue, and limited access to international finance. This review synthesises secondary evidence from World Bank, IMF, FAO, UNDP, OCHA and Somalia National Bureau of Statistics publications, together with peer-reviewed and grey literature on Puntland's economy, to assess the principal socioeconomic challenges constraining sustainable growth and to draw out their policy implications. The review finds that livestock and the informal trade routed through Bosaso port remain the backbone of the regional economy, while remittances and mobile-money-enabled financial inclusion cushion household consumption in the absence of a developed banking sector. At the same time, recurrent drought, chronically high youth unemployment, weak domestic revenue mobilisation, poor education outcomes, and one of the world's lowest rankings on perceived public-sector integrity combine to constrain diversification and long-run productivity growth. The review concludes that Puntland's development trajectory depends on simultaneous progress in three areas: strengthening public financial management and domestic revenue collection, investing in climate-resilient livelihoods and port-linked infrastructure, and expanding human capital through education and vocational training aligned with the fisheries, livestock, and digital economy sectors. Policy recommendations are offered for the Puntland government, the Federal Government of Somalia, and international development partners.
